Our postal customs agent service provides customs clearance for the import and export of postal items containing customs goods from or to outside the EU for individuals and organisations. Postal customs clearance can be performed by automatic or by ordered customs clearance and the customs cleared item can only be delivered after payment of the postal service fee, VAT and customs duty if occures.

VAT is based on the value of the postal item plus the international shipping cost. For items with value above 150 EUR, the duty imposed is also a VAT base increasing factor. The value limits expressed in Euro contained in the duty exemption regulation are also set by the Hungarian customs authorities in Hungarian forint, with annual validity. The amounts for 2024 are shown here.

Waiting for an international parcel? About postal customs clearance in general

Basically, the recipient has nothing to do in the case of postal customs clearance of so-called low-value items (value not exceeding 150 euros).

  • Magyar Posta handles the majority of the items in an automatic process, based on the electronic shipment data, without contacting the recipient.
  • In the case of automatic customs clearance, there is a difference in the method of VAT payment, which is either collected by Posta from the recipient (SA) or paid by the recipient via the webshop at the same time as the purchase (IOSS).

There are things to be done – even before the shipment arrives, regardless of the value of the shipment - if the automatic postal customs clearance is not suitable for the recipient. By attaching the related proof documents* and the Import customs clearance order, you can declare if

  • you request customs clearance of your shipment based on a duty-free title or with a tax rate other than 27%, or you need customs clearance for a company (ordered postal customs clearance service).
  • you would entrust customs clearance to a customs agent other than Posta (intermediary services).

When the addressee receives a notification, Posta waits for a response via the Contact Form**. Posta notifies the addressee

  • if automatic customs clearance is not suitable for the given postal item, therefore it is necessary to submit an Import customs clearance order together with the supporting documents*, i.e. for items over 150 euros and certain goods (e.g. excise goods, perfume).
  • due to a lack of data or at the request of the National Tax and Customs Administration if for the completion of the customs clearance it is necessary, either in connection with automatic or ordered customs clearance. Legible copies of the proof documents* are required for all notified items, for low-value items the Declaration for postal items with automatic postal clearance must also be sent.

Cases and procedure of automatic clearance

  • the value of the goods does not exceed EUR 150
  • the item does not contain excisable product, or perfume or cologne

In the case of automatic clearance using the SA VAT payment method* the customs declaration is issued and submitted by Magyar Posta to the National Tax and Customs Administration (NTCA, Hungarian abbreviation: NAV), based on shipment data. Magyar Posta may do so as a declarant, without any specific instructions from the addressee provided, if all the necessary information on the content of the postal item is available. If Magyar Posta does not have all the information necessary to complete and submit the customs declaration, or if NAV makes a further request after submission, Magyar Posta will contact the addressee (using one of the addressee's known contact details, by text message, e-mail or letter) for the provision of additional information. If NAV does not make any further request, the certificate of release for free circulation will be made available to Magyar Posta.

Automatic customs clearance will also be applied for IOSS VAT-paid** items. Customs clearance is mandatory even if the addressee has already paid the VAT amount together with the purchase price in advance in the foreign online shop. If the sender of the postal item has not or incorrectly transmitted the special IOSS identifier in the electronic data, the item can only be delivered against payment of VAT.

In the case of automatic clearance, the VAT rate applied is 27%.

Cases and procedure of ordered (normal) clearance

  • the value of the goods included in the postal item exceeds EUR 150
  • the postal item contains excise goods or perfume
  • the addressee requests that the postal item be cleared as a gift, because the item was posted by a private individual to a private individual with a maximum value of EUR 45, so the content is not intended for commercial use
  • the postal item contains goods covered by the exemption from customs duty and the addressee requests customs clearance accordingly (e.g. personal belongings of a foreign student studying in Hungary), not including the case of natural persons relocating to Hungary, or moving their residence to Hungary*
  • the addressee requests that the item be cleared with a tax rate calculation other than 27% (e.g. in the case of book content)

For ordered customs clearance, the addressee must submit a declaration that they entrust Magyar Posta with the customs clearance of their postal item, in advance, before the arrival of the item. Magyar Posta will contact the addressee (using one of the addressee's known contact details, by text message, e-mail or letter) for the provision of additional information or if the nature of the postal item requires normal customs clearance.

Subsequent modification of completed customs clearance

A subsequent modification means a new customs procedure involving the submission of a new customs declaration. The service is available to private individuals if the original customs clearance of their shipment was carried out using an automatic postal procedure, but the subsequent modification (revision) is justified by a different tax rate or a difference in value, and it is also available if the original procedure was carried out by normal postal customs clearance.

Conducting ordered postal customs clearance on the basis of a review request is a fee based service. Post sends the online payment notification after the review request has been received, even before the subsequent procedure is started.

Payment of charges and delivery of international items cleared through Magyar Posta

If the electronic contact details of the addressee are available, with the end of postal customs clearance, Magyar Posta will notify the addressee in e-mail or text message, based on the certificate of release for free circulation, about the possibility of online payment regarding customs duty, VAT and postal customs agent service fee. The addressee can pay the charges online by credit card within 48 hours of the notification.*

Once the payment has been made, Magyar Posta will attempt personal delivery of registered postal items, unregistered items by letterbox, and if the unregistered item can not be delivered via letterbox due to its dimensions, the recipient will be notified of the possibility of collecting the item at post office.

In case the electronic contact information of the recipient is not available for the online payment notification, or the recipient does not use the online payment option, Magyar Posta collects the charges during delivery. Posta will attempt to deliver the item to the place indicated in the address by personal delivery, and in case of unregistered items larger than 324x229x24 mm, the addressee will be notified of the possibility of collecting the item at post office.

After unsuccessful delivery or notification, the items may be collected at post office for 15 working days, after which they will be returned to sender.

POSTAL INTERMEDIARY SERVICES FOR INDIVIDUALS

Customs clearance initiated in eVÁM

If the recipient does not entrust customs clearance to Magyar Posta but initiates it directly at National Tax and Customs Administration (NTCA, Hungarian abbreviation: NAV), through eVÁM web interface, then this must be declared to Posta in advance, even before the item arrives. For addressees who arrange customs clearance themselves, Posta sends a notification at the time of the arrival of the item and forwards the parcel to the addressee only after a valid notification regarding the final customs decision from NAV arrives.

Posta charges a service fee for cooperation in the customs procedure, which must be paid upon delivery.

Customs clearance through an intermediary

Customs clearance can also be initiated with the involvement of another customs agent (broker), which means customs clearance in electronic form at the Airport Directorate of National Tax and Customs Administration (NTCA, Hungarian abbreviation: NAV). In this case, you must declare this to Magyar Posta in advance, even before the goods arrive. For addressees who arrange customs clearance themselves, Posta sends a notification at the time of the arrival of the item and forwards the parcel to the addressee only after a valid notification regarding the final customs decision from the addressee or from the acting customs agency arrives.

Posta charges a service fee for cooperation in the customs procedure, which must be paid upon delivery.

Customs clearance for companies

Companies, organizations can submit a customs clearance order to Magyar Posta in advance, before the item arrives in Hungary, on a case-by-case basis, per item. This is necessary as items from outside the EU with a value of less than 150 euros, for which no prior declaration of a different customs clearance request has been received, are automatically processed by Posta. During the automatic customs clearance, the legal status of the addressee (individual or organization) is not checked, the addressee is interpreted as an individual.

Ordered postal customs clearance is a service subject to a fee.

Postal customer code

To carry out customs clearance for companies and organizations, a postal customer code is required. Posta typically sends the customer code to the applicant within 2 working days. As a new taxpayer, please make sure that the National Tax and Customs Administration (NTCA, Hungarian abbreviation: NAV) has already administrated your tax number before applying, because otherwise the postal customer code can only be generated later.

Subsequent modification of completed customs clearance

A subsequent modification means a new customs procedure involving the submission of a new customs declaration. The service is available for companies and other business organizations if the original customs clearance of their shipment was carried out using an ordered customs clearance, and is also available if the basic procedure was carried out by automatic postal customs clearance and the purpose of the subsequent modification (revision) is to conduct a procedure ending with a customs administration decision establishing a payment obligation; in such a way that the party indicated as the declarant on the decision will not be a customer of Magyar Posta (the applicant) but Magyar Posta Zrt. The reason for this is that it is not possible to change the status of the declarant-representative, and as a result, a VAT certificate in the name of the customer of Magyar Posta is not issued.

Conducting ordered postal customs clearance on the basis of a review request is a fee-based service. Post sends the online payment notification after the review request has been received, even before the subsequent procedure is started.

Goods forwarding

Goods forwarding for customs clearance is a service available for companies and organizations. In order to claim it, you must declare this to Magyar Posta in advance, even before the goods arrive.

After the shipment arrives in Hungary, Posta forwards it to the delivery post office at the receiving address of the economic organization. With CN23 postal customs declaration the recipient can initiate the customs clearance of the shipment at the territorially competent National Tax and Customs Administration (NTCA, Hungarian abbreviation: NAV) directorate. After customs clearance, the shipment can be collected at the delivery post office with a validated copy of the CN23 customs declaration, signed by NAV.

Posta charges a service fee for cooperation in the customs procedure, which must be paid upon delivery.

EXPORT POSTAL CUSTOMS CLEARANCE

Shipments to European Union (EU) member countries are considered domestic shipments from a customs point of view, so they are not subject to customs clearance either in Hungary or in the destination country. Shipments to destination countries outside the EU are affected by export customs clearance. Regarding letters and parcels sent outside the EU, a distinction must be made based on the value of the goods placed inside, because the customs procedures for items under and over 1,000 euros are different.

Items with a value of less than 1,000 euros

For the export customs clearance of postal items with a value of less than 1,000 euros, it is sufficient to fill in the postal customs declaration form CN22 or CN23. When sending a so-called International postal parcel or Europe+ parcel, the CN23 form is already included in the postal cover letter, so in these cases a separate CN23 form does not have to be issued.

When sending shipments for which repayment or reimbursement of customs duties is requested (since the entry into force of the new EU Customs Code on May 1, 2016), an Export Accompanying Document must be attached to the CN22/CN23 form, regardless of whether the value of the goods reaches 1,000 euros or not.

The export customs clearance of shipments under EUR 1,000 is free of charge if it is done with a CN22/CN23 customs declaration.

Regardless of the value of the shipment, at the sender's request, Magyar Posta issues the Export Accompanying Document and presents the goods to customs on the basis of the written Export customs clearance order. In this case export customs clearance is a service subject to a fee.

Items with a value of 1,000 euros or above

From a shipment value of 1,000 euros, the Export Accompanying Document issued during export customs clearance, serves as proof of export. In addition, it is necessary to fill in and attach CN23. When sending a so-called International postal parcel or Europe+ parcel, the CN23 form is already included in the postal cover letter, so in these cases a separate CN23 form does not have to be issued.

At the sender's request, Magyar Posta issues the Export Accompanying Document and presents the goods to customs on the basis of the written Export customs clearance order. In this case export customs clearance is a service subject to a fee.

Postal export customs clearance

Magyar Posta undertakes the export customs clearance within the framework of the postal customs agent services. The main advantage is that the sender does not have to make separate arrangements for export customs clearance before posting, because on initiative of the sender based on the written export customs clearance order, Posta issues the Export Accompanying Document and presents the goods to customs. The documents, certificates and permits corresponding to the export clearance order must also be attached at the same time of posting the parcel.

Conducting export customs clearance involving the issuance of the Export Accompanying Document is a service to a fee.
